It is considered "up to implementation" item. There are some cases where we do not use the above rule. One example is connected TCP session, and we use the address kept in tcb as the source. Another example is source address for Neighbor Advertisement. Under the spec (RFC2461 7.2.2) NA's source should be the target address of the corresponding NS's target. In this case we follow the spec rather than the above longest-match rule.
